Online & Offline Charging System

NGIN Quantum O2CS is the answer to the next generation of rating and charging systems for Communication Service Providers (CSPs), as envisioned by TM Forum’s TAM Framework and specified by 3GPP. NGIN Quantum O2CS is a key component in any BSS ecosystem. It receives inputs from Customer Information Management, Order Management, P&S Catalog and from the network, while also providing outputs (via CDR) to Billing, Business Reporting and Campaign Management.

This solution can also originate customer modification requests and fulfillment requests. With the NGIN Quantum O2CS, CSPs will have the ability to unify those rating and charging silos that are common practice in most players and benefit from the differentiation that this unification will provide. By shifting the business model from customer type (prepaid, post-paid, IPTV, corporate…) to product definition, mobile operators will be able to:

  • Rate, charge and top-up in a unified way, regardless of client type, payment method, service or technology;
  • Have real time control over services’ usage;
  • Enable multi-product cross-over rating and charging schemas;
  • Create exciting new products by mashing up existing service capabilities, mixing pre and post-paid services.

  • Evolve your business model by creating commercial offers no longer bounded by existing ‘silos’ constraints;
  • Have an improved and accurate view of your business, by focusing on customers and the products they own;
  • Gain brand recognition and improve your corporate image by bundling different services in a single commercial offer;
  • Reduce churn by creating differentiating pricing schemes, taking advantage of rule-based rating and charging;
  • Promote ARPU by tying charging and top-up plans together, adding business value to both the operator and the customer;
  • Perform rating, charging and top-ups based on any input from service event, product parameters and customer info;
  • Easily set up new business models based on customer relationships (e.g. VPN) and social networking (e.g. Calling Circle, Family&Friends, Facebook friends);
  • Correlate different service sessions to build innovative charging scenarios;
  • Reduced CAPEX and OPEX by maintaining a single infrastructure for charging and rating;
  • Complete solution with modeling tools, back office tools and system monitoring tools;
  • Tier-1 grade performance and robustness, with exceptional scale-down capabilities;
  • Horizontal scaling allows linear CAPEX growth;
  • Standards based implementation for low cost integration.

Rating, Charging & Top-up based on:

  • Service usage: event and session (e.g. Duration, Geolocation, QoS);
  • Account info (e.g. status, counters, buckets, hierarchy, client segment);
  • Acquired product (e.g. shopping time choices, product and service specs).

Account relationships for modeling hierarchies and social networks

  • Establishing account relationships allows any service to be charged into assets belonging to related accounts.
  • Also, the relationship can be used to differentiate tariffs between its members.

Support for Recurring Charges, One Time Charges

  • Easily model initial subscription charges, recurring charges and periodic allowances using the same design paradigm as for usage or top-ups.

Rating Features

  • Rule-based price calculation;
  • Time modulation;
  • Differentiate price by bucket charged;
  • Fixed or Usage Threshold discounts;
  • Separate calculation of cost, discount and taxes;
  • Access to all account assets for price calculation.

Different discount modes

  • Use either fixed discounts (applied by the end of the session to the overall duration) or usage threshold discounts (applied at specific duration intervals).

Client Notification options

  • In-session notifications (IVR announcements).
  • Planned and Threshold based customer notifications incorporated in Charge and Top-up Plans:
    • Email;
    • USSD;
    • SMS.
  • Service redirection (e.g. initial calls diverted to Call Center).

Flexible Standard Protocols

  • Diameter Ro (3GPP/IETF);
  • Restful web services;
  • SID based Data Model.

Customer centric approach to charging and rating:

  • Customer accounts hold the assets that service associated charging plans use.

Session and Event based charging

  • Includes service session correlation and event/service session correlations, allowing, for example to offer discounts for conference calls after the third initiated call, or free data usage when downloading a specific content.

Charging Features

  • Advice Of Charge (AoC) and Advice Of Rate (AoR);
  • Balance Check;
  • Refunds;
  • Direct Debit;
  • Reservation Management;
  • Top-up (benefits from the same rule-based rating mechanism as charging);
  • Rate and Charge Recalculation;
  • Multipart Charging;
  • Split Charging;
  • Quotas;
  • Spending Limits;
  • Allowances;
  • Discounts.

Charging Modes

  • Rate Override;
  • Markdown;
  • Pre-Rated;
  • Markup.

Rate by money and volume in the same session

  • Available assets determine the rate used in charging processes (e.g. upon monetary bucket depletion, start using bonus time bucket with adequate rating).

  • Thresholds (spending limits);
  • Quota management;
  • Initial conditions monitoring and network stimulus for reauthorization.
